Through his almost 30 years of experience, Matt has provided leadership, project execution, client management, and strategic planning in various positions for large and small private-sector organizations. Jason has over 25 years of experience including design and project management for clients both in the municipal and federal sectors. He has a vast experience working with various government entities including the United States Army Corps of Engineers, the National Park Service, the National Resource Conservation Service, various military Installations, and multiple Kansas and Missouri Levee Districts. With his over 22 years of prior military experience, Jason brings a process-oriented approach to deliver comprehensive solutions to our clients.

Tribally Owned Advantages

The Eastern Shawnee – Affinis Joint Venture is tribally owned by the Eastern Shawnee Tribe of Oklahoma, a federally recognized tribe. Contracting with tribally owned businesses brings significant benefits to clients, including saving time and money during the acquisition process.

ISBEE & The Buy Indian Act

The U.S. government gives the Bureau of Indian Affairs (BIA) the authority to set aside procurement contracts for Indian-owned and controlled businesses through The Buy Indian Act (25 U.S.C. §47). The Buy Indian Act regulations are included in the Department of the Interior Acquisition Regulations (DIAR) part 1480. The National Park Service, Bureau of Land Management and other bureaus in the Department of the Interior may also be authorized to set aside procurement contracts under this Act.

The Buy Indian regulations give preference, where authorized and applicable, to the hiring of Native American employees and purchasing of products, supplies and services from eligible Indian Small Business Economic Enterprises (ISBEE) and Indian Economic Enterprises (IEE). The ESC is eligible Indian Small Business Economic Enterprises.

 

Indian Incentive Program

The U.S. government provides a monetary incentive through its Indian Incentive Program (25 U.S.C. §1544) to eligible prime contractors for hiring Native American-owned companies like the ESC as subconsultants.

The program

• Offers up to 5% of the amount paid to ESC returned to the prime contractor after work is completed
• Requires authorization in the contract
• Requires the funds be expended

 

The Tribe

The Eastern Shawnee Tribe of Oklahoma (ESTO) is located in northeastern Oklahoma. The Tribe is governed by the Chief (Executive Branch) and the Business Committee (Legislative Branch). The Business Committee is also responsible for overseeing all business operations of the Tribe.

The Tribe has approximately 3,800 enrolled tribal members throughout the country with large populations around Wyandotte, Oklahoma; Portland, Oregan; and Waco, Texas. During the great depression, some families moved to the west coast in search of work and opportunities.

The Tribe is historically from the Ohio River Valley. With the signing of the Treaty of Fort Meigs, the Shawnees were moved to reservations. The Indian Removal Act was passed in 1830. In 1831, the Lewistown Reservation Shawnee were forcibly removed from Ohio to northeast Oklahoma becoming the Eastern Shawnee Tribe of Oklahoma. In the 1870s tribal membership dropped to just 69 people.

The Tribe today operates Indigo Sky Casino & Resort, Outpost Casino, Shawnee Skies Training Center & Shooting Complex, and Eastern Shawnee Printshop. The Tribe is also a majority shareholder in People’s Bank of Seneca and co-owns Bearskin Healthcare & Wellness Center.
